 **Issue Description**   
 On **Create New Password**, the **password requirements tooltip** is not shown, reducing guidance and usability during password creation.

 #### Steps to Reproduce 
 1. Open Create New Password page. 
 2. Focus/click on Password field. 
 3. Observe whether requirements tooltip appears. 

 **Expected Result**   
 Password requirements tooltip should appear to guide users. 

 **Actual Result**   
 Password requirements tooltip does not appear.
