Issue Description
On Create New Password, the password requirements tooltip is not shown, reducing guidance and usability during password creation.

Steps to Reproduce

  1. Open Create New Password page.
  2. Focus/click on Password field.
  3. Observe whether requirements tooltip appears.

Expected Result
Password requirements tooltip should appear to guide users.

Actual Result
Password requirements tooltip does not appear.
