Issue Description
On the Sign Up as Agency page, when a “Not available” email is entered, an additional warning appears:
“You're using gmail.com email address. Would you like to use your work email instead?”
This warning is redundant, because the email is already unavailable. Showing it in this scenario is unnecessary, as the Gmail warning would appear anyway if a Gmail address is typed.

Steps to Reproduce¶

1. Navigate to the Sign Up as Agency page.
2. Enter a “Not available” email address which is not work email.
3. Observe the warnings that appear, including the Gmail warning.
4. Compare the behavior with expected flow.

Expected Result
The Gmail-specific warning should not appear when the email is already marked as unavailable.

Actual Result
The Gmail warning appears redundantly alongside the unavailable email warning.
