Description

Issue Description
On the Sign Up as Agency page, when using the Generate Password option to create a password of exactly 64 characters, the system intermittently displays validation errors. Specifically, passwords containing 64 letters sometimes trigger an error stating that the uppercase requirement is not met and also 12 character limit not met, even though uppercase and 12 characters are present.
This issue occurs inconsistently and is observed only after repeating the password generation and submission steps multiple times.

Steps to Reproduce

  1. Navigate to the Sign Up as Agency page.
  2. Use the Generate Password option.
  3. Ensure the generated password is exactly 64 characters long and contains:
    • At least one uppercase letter
    • Other required character types (lowercase, number, special character, if applicable)
  4. Submit the form to create the account.
  5. Repeat steps 2–4 multiple times using 64-character passwords.
  6. Observe the validation behavior during each attempt.

Expected Result
A 64-character password that meets all defined requirements (including uppercase letters) should be accepted consistently without validation errors.

Actual Result
Validation errors intermittently appear on top of page , incorrectly indicating that the uppercase requirement and 12 character requirement is not met.
