[SQA] Agency Management Table: Hover cursor on buttons displays incorrectly

Issue Category: UI
On the Agency Center page, for rejected agencies, hovering over the Approved, Request Update, and Rejected buttons displays a hand (anchor) cursor, which is incorrect.
The cursor behavior does not align with expected button interactions and may confuse users.
Steps to Reproduce¶
- Sign in as an Admin user.
- Navigate to the Agency Center page.
- Locate any Rejected agency.
- Hover over the Approved, Request Update, and Rejected buttons.
- Observe the cursor style on hover.
Expected Result¶
The hover cursor should reflect button behavior (default pointer style) and should not display a hand/anchor icon.
Actual Result¶
Hovering over the buttons displays a hand (anchor) cursor, which is inconsistent with expected button behavior.

The cursor icon remains inconsistent — it currently displays an arrow on hover, but should change to a hand (pointer) icon to match standard button interaction behavior.
