Issue Description
On the Agency Profile → Edit Agency Name modal, when a user enters an already taken agency URL and then types special characters afterward, the system continues to perform availability checks for the special characters. These characters do not appear in the input field, but the loading/checking behavior is still triggered, causing confusion for the user.

Steps to Reproduce¶

1. Sign in as an agency user.
2. Navigate to the Agency Profile page.
3. Click the Edit button/icon next to the Agency Name field.
4. Modify the Agency Name and update the Agency URL field.
5. Attempt to add special characters or a URL that is already taken in the URL field.
6. Observe the availability check/loading behavior of the URL field.

Expected Result

• The system should only check availability for the visible URL.
• Special characters that are not allowed should be ignored and should not trigger any loading or availability check.

Actual Result
The system triggers loading/checking behavior for special characters that do not appear in the input field, causing user confusion.
