Issue Category: UI

On the Edit Agency Overview modal, the close (X) icon hover effect overlaps with the modal text, causing a visible UI layout issue and obscuring content.

Steps to Reproduce

  1. Navigate to the Agency Profile page.
  2. Open the Edit Agency Overview modal.
  3. Hover over the close (X) icon.
  4. Observe the hover behavior and text overlap.

Expected Result

The close (X) icon hover effect should not overlap or obscure any modal text.

Actual Result

The close (X) icon hover effect overlaps with the modal text, causing a UI layout issue.
