Issue Description
In the Agency Management Table, the Status filter does not consider the latest/current status of agencies while applying filters. As a result, incorrect records are displayed under different status categories. For example, when the Pending Approval filter is applied, 4 results are shown instead of the expected 2, and some agencies appear under Rejected even though their current status is Approved.

Steps to Reproduce¶

1. Navigate to the Agency Management Table.
2. Observe the counts for all status options in the Status filter dropdown.
3. Select the Pending Approval filter and note the number of displayed results.
4. Select the Rejected filter and review the listed agencies.
5. Compare the displayed results with the actual/current status of the agencies.

Expected Result
The Status filter should apply results only based on the latest agency status, and the displayed counts and records should accurately reflect the current state.

Actual Result

• The Pending Approval filter shows 4 results instead of the expected 2.
• Agencies with a current status of Approved appear under the Rejected filter.
