Description

Issue Description
On the Signup as Agency page, the password requirement condition “No space allowed” is displayed in green (valid state) even before the user enters any characters into the Password field. This creates incorrect feedback and may mislead users into thinking the condition has already been satisfied.

Steps to Reproduce

  1. Navigate to the Signup as Agency page.
  2. Focus on the Password field without typing any characters.
  3. Observe the “No space allowed” password requirement indicator.

Expected Result
Password requirement conditions should only start applying after the user begins typing in the password field. Before input, all conditions should remain in a neutral or inactive state.

Actual Result
The “No space allowed” condition is displayed as green (valid) even when the password field is empty.
