Issue Description
On the Sign Up flow, within the Navbar, the “Register as Agency” button does not display any hover effect. This makes the button appear non-interactive and inconsistent with other clickable elements across the application.

Steps to Reproduce¶

1. Navigate to the Sign Up page.
2. Locate the Navbar.
3. Hover the mouse cursor over the “Register as Agency” button.

Expected Result
The “Register as Agency” button should display a visible hover effect (such as color change, underline, or background highlight) to indicate interactivity, consistent with the design system.

Actual Result
No hover effect is displayed when hovering over the “Register as Agency” button.
