[SQA] System fails to generate unique expense reference numbers when multiple users submit at the same time

Description
When multiple users try to create new expenses simultaneously, the system assigns the same reference number to all of them. As a result:
- Only the first expense is saved successfully.
- All others receive an error:
"Expense already exists"

- Assignee set to Md. Abdul Hamid
we have added a refresh button to resolve this issue
Refresh icon can solve the issue, but needs to modify the notification so that the user know that s/he needs to refresh the id.¶
