In the **Algonyx URL** field, the validation message **“URL is available”** is displayed even when no input is entered, which is misleading.
Additionally, the **duplicate URL validation message** does not match the **FRD**.
This behavior may confuse users and does not align with the defined functional requirements.
### Steps to Reproduce
1. Navigate to the **Agency Profile** page and click the **Edit** icon.
2. Go to the section containing the **Algonyx URL** field.
3. Enter any value in the field.
4. Remove the entered value completely.
5. Observe the validation message displayed.
### Expected Result
The **“URL is available”** message should appear **only after a valid URL is entered and successfully validated**.
### Actual Result
The **“URL is available”** message is displayed even when the input field is empty.
