**Issue Description**   
 In the **Agency Name** field, the validation/error message overlaps with the **character limit** text, reducing readability.

 #### Steps to Reproduce 
 1. Open Sign Up page. 
 2. Enter invalid Agency Name to trigger validation. 
 3. Observe the error message and character limit text. 

 **Expected Result**   
 Error message and character limit text should be clearly separated and readable. 

 **Actual Result**   
 Texts overlap.
