Issue Description
In the Admin Profile → Agency Management (Search Agencies) section, the search input field loses focus intermittently while typing, especially after a short pause.

For example, when attempting to search for "Hilda Sullivan", after typing "Hil" and pausing briefly, the input field loses focus automatically. The user must manually click on the search box again to continue typing.This behavior disrupts the user experience and slows down the search process.

Steps to Reproduce¶

1. Navigate to Admin Profile → Agency Management.
2. Click on the Search Agencies input field.
3. Start typing an agency name (e.g., "Hilda Sullivan").
4. Pause briefly after typing a few characters (e.g., "Hil").
5. Observe that the input field loses focus automatically.

Expected Result
The search input field should retain focus while typing, even after short pauses, allowing continuous input without interruption.

Actual Result
The input field loses focus intermittently, requiring the user to click again to continue typing.
