Issue Description
In the Agency Profile → Locations section, when adding a primary location, ticking the checkbox for each location allows multiple locations to be set as primary.Only one location should be allowed as primary at a time.

Steps to Reproduce¶

1. Navigate to Agency Profile → Locations.
2. Add a location and tick the Primary checkbox.
3. Add another location and tick the Primary checkbox.
4. Observe that multiple locations are now set as primary.

Expected Result
Only one location should be allowed as primary. Selecting a new primary location should deselect the previous one.

Actual Result
Multiple locations can be set as primary simultaneously.
