Description

Issue Description
In the Agency Profile → Edit Agency Name modal, the URL is set when the Save button is clicked. After this, the user cannot change the URL for 30 days. However, in this scenario, the profile has not been submitted yet, but the URL is already getting locked, preventing the user from updating it prematurely. This behavior is inconsistent and may confuse users.

Steps to Reproduce

  1. Navigate to Agency Profile → Edit Agency Name modal.
  2. Enter a new Agency URL.
  3. Click the Save button and do not submit the profile.
  4. Attempt to edit the Agency URL again.
  5. Observe that the URL is locked for 30 days, even though the profile was not submitted.

Expected Result
The Agency URL should only be locked after the profile is successfully submitted, allowing changes until submission.

Actual Result
The URL gets locked immediately upon clicking Save, even before profile submission.
