open[SQA] Inquiry Form Cannot Be Submitted When Selected Country Has No Port

Description
On the Stock Page (vehicle inquiry form), if the selected Country has no available Port, the form does not allow submission.
This blocks users from completing an inquiry even though port selection should not be mandatory for all countries.
As a result, users are stuck and cannot proceed with communication, impacting lead conversion.
Screens: Desktop (≥768px), Tablet (425px–768px), Mobile (≤375px)

Steps to Reproduce¶
- Open the PQS Japan staging website.
- Navigate to the Stock Page and select any product.
- Open the Inquiry Form.
- Select a Country that does not have listed Ports.
- Attempt to submit the form.
- Notice that submission is blocked.
Expected Result¶
- Users should be able to submit the Inquiry Form even if no ports are available for the selected country.
- Port selection should be optional when not applicable.
Actual Result¶
Form submission is prevented when port data is unavailable, causing a failed user interaction.
