[SQA] First-level approval should be locked after second-level approval is completed

Description

Currently, even after both the first and second-level approvals are completed, the first-level approver is still able to modify their approval status. This should not be allowed, as it can compromise the integrity of the approval chain.

Expected Behavior:

  • Once second-level approval is completed:
    • The first-level approval should be locked.
    • The first-level approver should no longer be able to update or modify their previous decision.
    • The approval chain should be treated as linear and forward-only.

Functionality is working great, there is a scope of improvement in the notification now it shows "Your senior has already processed the recode" it can be "Cannot modify — reviewed by higher-level authority."
