Description
After creating a new user with login permission enabled, the user does not appear in the User page list. Additionally, the User page displays no data at all, even though users exist in the system.
Steps to Reproduce:
Navigate to Administration > Users.
Click New User.
Fill in the required fields and check "Permission to login".
Save the new user.
Return to the User list page.
Observed Behavior:
The newly created user does not appear in the list.
In some cases, the entire User page shows no user records at all.
